The issue has been raised about roadside solicitation that occurs within the city limits of Deer Park. The solicitors have been observed standing in the center esplanade, on the curb alongside the roadway, at the corners of intersections, and entering into the roadway to collect donations or solicit sales of various services and items from vehicles in the roadway. This causes multiple issues such as safety of the participants, violations of existing Deer Park Ordinances and Texas Transportation Code violations.
The purpose of this new ordinance is to ensure safety to all solicitors and to have a documented responsible party to help better control those involved in solicitation events.
