New Service
You can submit your request here by clicking on this link: New Service Agreement. You will be contacted via email by a customer service representative to confirm receipt of your submittal and follow up instructions for submitting your deposit and completing the set up process.
If you wish to inquire or have questions regarding starting new water service, please call 281-478-7200 and select option #2 or Email Customer Service
If water is already disconnected, you want to have someone available at the residence from 2:00pm to 4:00 pm Monday-Thursday or 10am-11am on Fridays before starting service and initial option 1; or if no one will be there you can choose option 2. Please read this form carefully. All service applications received after noon Monday - Thursday or after 10 am on Fridays, service cannot be established until the next business day.
Please Email Customer Service or call 281-478-7200 and select option #2 to start the process and verify receipt of necessary paperwork. Same day processing will only be processed before noon Monday-Thursday, and Friday before 10am. All requests that are completed and verified after these times the soonest service can be established is next business day. We appreciate your patience and be assured we will assist you as soon as possible.

Signing up for Bank Draft is the simplest way to make your payment! Just follow the link at "Bank Draft" and complete the form with required supporting documents. Your account will draft on the due date automatically every month. Please remember to review your statement monthly to ensure you are aware of the amount due each month.
The City of Deer Park has made it easier for you to pay your monthly utility bills through Text-to-Pay! Text-to-Pay allows customer to pay their utility bill anytime, anywhere through text message.
Simply Call (281) 478-7200 to set up text-to-Pay, select option number 1 and then select option number 4. Provide your utility account number and street address when prompted. Verify your enrollment with the confirmation text once received. You will then be enrolled in the text billing program!
Once enrolled, customers will receive a text message notification after each bill is generated. To pay, simply reply with the word, “Pay.” It is that easy!

You can also pay your city utility bill on-line by visiting the Municipal Online Payments website or via phone by calling 281-478-7200 and select option #1.
Please note: If your services have been disconnected due to non-payment, contact our office directly for payment options in order to begin the process of reconnection.
AMI
The City of Deer Park is excited to announce the launch of its Advanced Metering Infrastructure (AMI) project, aimed at providing enhanced customer service to water utility customers. For more information on this exciting new project see the AMI section on this page!
Location
The Utility Billing Customer Service Department is located in the back lobby at City Hall. The drive-through on the side of City Hall. Starting September 29th, 2025, new office hours are Monday-Thursday 7:30am to 5:30pm and Friday 7:30am to 11:30am, excluding holidays. Responsibilities
The Utility Department, also known as Central Collections, is responsible for the billing and collection of revenues for water, sewer, and commercial garbage service, as well as property tax, industrial district, and hotel motel occupancy tax.
Comments & Complaints
Comments and complaints about water quality, sewage stoppages, or leaking fire hydrants should be directed to the Public Works Department via emailing the Public Works Department or by calling 281-478-7270. Comments and complaints about water service or utility billing can be addressed to the Utility Department by emailing Customer Service or by calling 281-478-7200 during normal business hours.
Water and Sewer System
The water sewer system of the City of Deer Park is a self-supporting system. All revenue that is collected through water and sewer billing is only used to maintain the water sewer system. The funds collected pay for needed replacement of water and sewer lines, adding new water and sewer lines, treatment of water and wastewater, maintaining the water and sewer treatment facilities, as well as managing future expansion needs of the system.
